Council panel upholds Boulevard Day road closure PDF Print E-mail
20 May 2019 - ADC - The Ashburton District Council has today upheld the application for the Ashburton Retailers Group to close East Street for the annual Boulevard Day event on South Canterbury Anniversary Day (23 September), following a hearing on 15 May.


The Council considered two road closure applications for two separate events, both of which were proposed for the same date, time and streets: Boulevard Day, lodged by the Ashburton Retailers Group and a proposed new event, East Street Bazaar, lodged by Carol Johns.

In their determination, the Road Closure Hearing Panel (consisting of Councillors Neil Brown (Chair), Diane Rawlinson and Leen Braam) found that there had been no compelling evidence that would cause the Council to refuse the temporary road closure for Boulevard Day.

"This was an unprecedented case for the Council, and given the applications involved one of the biggest events on Ashburton's calendar, we understood the need to studiously consider all of the evidence presented," Councillor Brown said.

"Although we acknowledge Ms Johns' enthusiasm for developing an enhanced event on East Street, we also found that there still remained community and business support for Boulevard Day, and considered that this long-running event should be granted the road closure."

Both proposed events were publicly notified, with objections closing on 3 May, and no objections to either closure were received.

In their deliberations, the Panel also agreed that the Council should clarify procedures to ensure that long-standing events, such as Boulevard Day are able to secure an annual date that cannot be taken by another event.
